EAC Statutory Reporting Lead

Gas Networks Ireland operates and maintains Ireland’s €3bn, 14,725km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Almost 725,000 Irish homes and businesses trust Ireland’s gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs.

The gas network is the cornerstone of Ireland’s energy system, securely supplying more than 30% of Ireland’s total energy, including 40% of all heating and almost 50% of the country’s electricity generation.

Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045. Its “Pathway to a Net Zero Carbon Network” envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.

The Role:

 
   

Reporting to the Statutory Reporting Manager, the Expenditure Governance & Statutory Reporting Lead will be responsible for facilitating the delivery of high-quality expenditure decisions, through the effective operation of the Gas Networks Ireland Expenditure Approval Committee (“EAC”). In addition, the position will have a key role in the delivery of Gas Networks Ireland’s statutory, annual report and IFRS governance deliverables.

Duties and Responsibilities:

 
   

Expenditure Governance:

  • Facilitate the development and implementation of a best practice control environment for the approval of expenditure and contracts.
  • Facilitate the effective operation of the monthly EAC meetings.
  • Ensure the readiness of expenditure approvals from the perspective of quality, completeness and compliance with relevant governance requirements.
  • Provide advice on governance matters to the EAC and other senior stakeholders.
  • Maintain approval registers, minutes, KPI’s and supporting documentation.
  • Facilitate the annual review and refresh of the EAC policy and supporting documents.
  • Develop strong collaborative partnerships to identify, drive and influence initiatives to continually enhance the effective operation of the EAC.

Statutory Reporting

  • Monitor, assess and update financial statements for any required changes in compliance with IFRS, legal, regulatory or best practice requirements.
  • Review draft annual statutory, interim, and annual regulatory financial statements of Gas Networks Ireland and subsidiaries.
  • Lead the engagement with external auditor regarding the approval of statutory financial statements.
  • Prepare supporting Audit & Risk Committee, Board and Shareholder presentations and papers.

Annual Report

  • Support the delivery of the Gas Networks Ireland annual report, including:
    • Prepare financial annual report inputs, including Finance Review and financial disclosures required under the Code of Practice for the Governance of State Bodies.
    • Lead the coordination of annual report deliverables from all other internal stakeholders.
    • Lead the communication, coordination and scheduling with annual report publishers.
    • Perform quality control checks and proofing of annual report outputs.

IFRS Governance & Other

  • Support the internal IFRS governance framework, established to ensure audit readiness in relation to key audit judgements and estimates and in relation to any new developments in terms of IFRS, legal, or regulatory matters, including:
    • Prepare initial impact assessments on new or emerging IFRS, legal or regulatory developments.
    • Support any change programmes required to ensure that any significant developments are interpreted, communicated, documented and implemented.
    • Cordinate deliverables for the quarterly IFRS Forum meetings.
    • Maintain approval registers, minutes, and supporting documentation.
  • Lead financial reporting in relation to the accounting for the Gas Networks Ireland defined benefit pension scheme.
  • Prepare relevant Audit & Risk Committee, Board and Shareholder presentations and papers.
  • Any other duties assigned, from time to time as required.

Knowledge, Skills and Experience:

 
   
  • Relevant third level degree and at least 5 years relevant experience.
  • A recognised accounting qualification (ACA; ACMA; ACCA) or equivalent.
  • Strong communication, presentation and report writing skills.
  • Strong organisational, analytical and problem-solving skills.
  • Proven ability to multi-task and prioritise workloads appropriately.
  • Strong IFRS and statutory reporting skills and experience.
  • Prior Experience of Oracle eBusiness Suite and Hyperion is advantageous.
  • Experience of developing and maintaining effective partnerships with key stakeholders.
  • High performing individual with a focus on continuous improvement.
