Estimation Engineer

Gas Networks Ireland operates and maintains Ireland’s €2.7bn, 14,664km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Gas Networks Ireland is now seeking to appoint an Estimations Engineer.

The Role:

The Asset Delivery function within Gas Networks Ireland is responsible for the end to end planning, designing and delivery of GNI’s portfolio of asset development programmes. Encompassing the three pillars of Project Delivery Management, Design Delivery and Project Services; the Asset Delivery function brings together all the technical and project support capabilities needed to take high-level projects and programmes from the Portfolio Office and translate these through from detailed design and project planning, to construction delivery and handover to Asset Operations. 

Reporting to the Estimation Manager, the Estimation Engineer is responsible for producing detailed designs and drawings, estimating the cost of projects, identifying work prerequisites including materials requirements, applying standardised design templates and developing bespoke design solutions for new designs where appropriate. The successful candidate will have: the ability to effectively diagnose technical issues and the ability to lead multi-disciplinary teams. The Estimation Engineer will also perform site visits as necessary.

Duties and Responsibilities:

  • Production of Transmission and Distribution estimates and detailed distribution designs for customer work. and gaining estimate approvals, whilst ensuring compliance with approved GNI processes and procedures.
  • Conduct the preliminary assessment of each project to identify the scope of work.
  • Identify any statutory or internal pre-requisites such as licenses and permits, planning, archaeology, environmental screening, wayleaves, non-routine operations.
  • Conduct localised modelling analysis for projects using the Gasworks and Synergi software.
  • Complete Design Stage Risk Assessments, including ATEX requirements and Environmental Risk Assessments.
  • Liaise with internal and external stakeholders (e.g., Business Development, Asset Delivery, Asset Operations, Financial Control & Planning, HSQ, Land & Consents, Businesslink, Local Authorities, Clients etc.).
  • Application of the Compatible Unit Library (rate card), ensuring material inventory costs and labour rates are correct. Develop library of pro-rata costs for non-standard works e.g., construction costs.
  • Carry out detailed estimates on Maximo within agreed timelines, ensuring SLA performance targets are met.
  • Perform Net Present Value (NPV) analysis for small projects and medium projects and consequently determining the customer contribution.
  • Responsible for sign-off/approval of design’s/estimates completed by the Estimation Team.
  • Contribute to Expenditure Approval Committee (EAC) papers to attain financial approval for technically approved designs.
  • Research the network, considering future land development and Commission for Regulation of Utilities Connection Policy requirements when designing gas connections.
  • Create design drawings and design specifications on GIS software for issuing to internal and external stakeholders.
  • Support the GIS data capture process for both Transmission and Distribution network data, including QA/QC processes.
  • Partaking in the ongoing development of estimation and design related processes and procedures.
  • Work as part of the estimation team to deliver excellence in estimation/design practice.
  • Supporting team development in areas such as cross-skilling within Project Services, which allows greater resource flexibility whilst minimizing requirement for external costs.
  • Raising risks and issues as appropriate to Senior Design Engineer(s).
  • Preparing and circulating periodic project status reports as required.
  • Assist the Estimation Manager in the ongoing management of the estimation function, whilst ensuring customer focus.
  • Other duties as may be assigned from time to time.

Knowledge, Skills and Experience:

  • Proven technical competence is essential – Engineering degree or relevant level 8 qualification required with a minimum of 3 years relevant experience, preferably in the natural gas or similar industry. Quantity Surveying experience an advantage.
  • You will have knowledge of the engineering design process and an understanding of process safety in the application of designs.
  • Enthusiastic self-starter with a proactive approach to problem solving and process development.
  • Strong analytical and commercial acumen with high level of computer literacy.
  • Ability to set high standards, by encouraging others to assume responsibility and accountability for tasks
  • Ability to set up ongoing procedures to collect and review information as needed.
  • Have a working knowledge of H&S standards and risk management systems e.g. Design Risk Assessment, ability to identify hazards and eliminate in the design process.
  • You will have demonstrated judgment and decision making capability to achieve common goals.
  • You are comfortable with taking the initiative and constantly seek out opportunities to learn new skills.
  • You will have experience of working within teams and across virtual teams to deliver on shared goals and objectives.
  • Knowledge of relevant Gas Standards, Codes of Practice and Statutory Requirements would be desirable.
