IT Portfolio & Resource Lead

Gas Networks Ireland operates and maintains Ireland’s €3bn, 14,725km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Almost 725,000 Irish homes and businesses trust Ireland’s gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs.

The gas network is the cornerstone of Ireland’s energy system, securely supplying more than 30% of Ireland’s total energy, including 40% of all heating and almost 50% of the country’s electricity generation.

Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045. Its “Pathway to a Net Zero Carbon Network” envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.

Gas Networks Ireland is now seeking to appoint an IT Portfolio & Resource Lead.

The Role:

 
   

The IT team within Gas Networks Ireland is an integral part of the business providing operational, and customer-focused IT services. These services include solution delivery, service management, project delivery and infrastructure & operations management. These services are provided through a combination of in-house resources and external service providers.

The Project Delivery team within the IT team are responsible for delivering and maintaining a project delivery capability to enable the delivery of IT and Business projects to meet the needs of GNI. Reporting to the Project Delivery Manager, the IT Portfolio & Resource Lead is responsible for maintaining an up to date view of IT resource capacity, as well as all levers of resource flex, and for collaborating with the wider GNI IT Team in the allocation of technical IT resource capacity to the right project / programme activities in order to meet the required demand. The IT Portfolio & Resource Lead is responsible for supporting the development and co-ordination of the Annual Project Portfolio.

Duties and Responsibilities:

 
   

The key duties and responsibilities for this role include:

  • Managing a register of availability of professional internal and contractual technical resources to successfully deliver the IT portfolio of projects.
  • Reviewing technical demand against available supply pools to ensure technical resources are available when needed and identifying gaps in capabilities within the resource pool, working with Line Managers and Project Managers to resolve resourcing challenges.
  • Re-planning demand over time based on the most up to date view of technical supply pools and the category and priority of demand.
  • Preparing Monthly/Adhoc reports for the IT Project Delivery Manager, as necessary or requested, to track supply and demand on IT technical resources to meet the GNI IT portfolio goals.
  • Working with the IT Project Delivery Manager and IT/Business stakeholders to support the development and co-ordination of the Annual Project Portfolio.
  • Co-ordination of the Project Review Board meeting process, reviewing Value Statements and providing an update on the Portfolio, Gate Reviews and Funding Papers
  • QA the projects being led by the Project Managers / external parties to ensure sufficient quality is being delivered.
  • Managing the Deliverables and Approvals register to ensure gate reviews are completed with Project Managers as the project progresses through phases.
  • Reviewing and QA of any project related funding submissions.
  • Supporting the development of the GNI IT Project Delivery processes and procedures.
  • Updating the Project Delivery PM Handbook with any process or procedure updates.
  • Provide oversight and guidance on the portfolio and financial reporting process.Ability to project manage smaller scale IT/Business projects as required.
  • Liaising with internal users and external resources / service providers.
  • Perform other duties as required from time to time.

Knowledge, Skills and Experience:

 
   
  • Relevant third level degree or equivalent with at least 5 years relevant experience of which 3 should be relevant experience in technical delivery roles.
  • Project management qualification such as PRINCE2 or Project Management Professional is desirable.
  • Experience in portfolio and resource management (both internal staff and third-party resources).
  • Clear communication style and ability to influence others effectively.
  • Previous experience and proven track record in delivering projects of a technical nature is desirable.
  • Excellent analytical, financial management and problem-solving skills, coupled with the ability to generate innovative solutions as required.
  • Excellent stakeholder engagement / management, influencing and communication skills.
  • Facilitating the implementation and acceptance of change within the workplace.
  • Comfortable with change and have a demonstrated ability to identify opportunities for improvements and efficiency.
  • Ability to ensure the successful execution of solution delivery projects by aligning cost, service and product selection to business needs and expectations.
  • Driver of high standards for individual, team and organisational accomplishment and delivering desired results.
  • Results focused with a track record of getting results through others.
  • Proven ability to identify and escalate key technical resource risks/bottlenecks before they are realised and to take appropriate steps to ensure a successful resolution.
  • Strong Microsoft Office skillset, in particular Excel and Powerpoint
