Policy Analyst

Gas Networks Ireland operates and maintains Ireland’s €2.7bn, 14,664km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Over 720,000 Irish homes and businesses trust Ireland’s gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs.

The gas network is the cornerstone of Ireland’s energy system, securely supplying more than 30% of Ireland’s total energy, including 40% of all heating and almost 50% of the country’s electricity generation.

By working to replace natural gas with renewable gases, such as biomethane and green hydrogen, and complementing intermittent renewable electricity, Gas Networks Ireland is supporting Ireland’s journey to a cleaner energy future.

The Role: 

The Regulation function is responsible for ensuring Gas Networks Ireland is compliant with all its regulatory obligations in the Republic of Ireland, Northern Ireland and in the UK. It is also responsible for the operation and development of the retail and wholesale gas markets in the Republic of Ireland in conjunction with the CRU and market participants. The Regulatory Framework function includes Regulatory Affairs, Wholesale Market, European Affairs and Policy.

The Policy Analyst will report to the EU Affairs and Policy Manager and will have responsibility for supporting policy work in collaboration with the rest of the policy team. 

Duties and Responsibilities: 

  • Provide research and analysis regarding policy and gas advocacy.
  • Requirement to monitor national and European policy developments related to energy, transport, heat and renewables.
  • Review consultations and prepare or provide input for consultation responses.
  • Liaise with different departments across Gas Networks Ireland regarding policy input and information provision.
  • Prepare and update reports to meet monthly reporting requirements.
  • Development of new processes and procedures when required.
  • Support the delivery of the goals of the Regulatory Affairs department.
  • Develop and maintain relationships with internal and external stakeholders.
  • Work across the Gas Networks Ireland organisation with other functions, including strategy, public affairs and business development / innovation, as appropriate on policy related initiatives and issues.
  • Other duties and responsibilities, as may be assigned from time to time

Knowledge, Skills and Experience: 

  • A third level degree is a requirement, with a degree in Engineering, Economics or Business being an advantage.
  • A minimum of five years post qualification experience and previous experience in a policy related role would be an advantage.
  • Flexible with regards working in a changing environment and delivering business needs.
  • Excellent verbal and written communication skills with the ability to convey messages in a clear and sufficient manner.
  • Proven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others. 
  • Excellent analytical skills be able to identify and analyse problems and propose potential improvements.
  • Knowledge of the technical and market arrangements for renewable gas and CNG would be an advantage.
  • Commercial mind-set with the ability to execute work across multiple teams maintaining a strong commercial focus.
  • Ability to set up ongoing procedures to collect and review information as needed.
  • Experience with identifying improvement opportunities, generating ideas and implementing solutions.
  • Driver of high standards for individual and team accomplishment and delivering desired results.
  • Proactively identify new areas of learning and use newly gained knowledge and skills on the job.
