Price Control Manager
Gas Networks Ireland operates and maintains Ireland’s €3bn, 14,725km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.
Almost 725,000 Irish homes and businesses trust Ireland’s gas network to provide efficient and reliable energy to meet their heating, cooking, manufacturing and transport needs.
The gas network is the cornerstone of Ireland’s energy system, securely supplying more than 30% of Ireland’s total energy, including 40% of all heating and almost 50% of the country’s electricity generation.
Gas Networks Ireland is aiming to deliver a repurposed, resized and fully decarbonised gas network by 2045. Its “Pathway to a Net Zero Carbon Network” envisions transforming the existing gas network into two separate systems carrying 100% renewable gas, one dedicated to biomethane and the other to green hydrogen, with the potential to carry approximately 30% biomethane and 70% green hydrogen, as well as offering significant long term energy export opportunities.
The Role:
Reporting to the Head of Strategy and Planning, the Price Control Manager will be responsible for managing and coordinating all activities in relation to the 5-year price control submissions to the utility regulators in ROI (CRU) and NI (UR). The Price Control Manager will work under the direction of the Price Control Steering Group and lead a cross functional team to co-ordinate all GNI price control activities. Outside of the 2-year revenue review submission preparation periods, the Price Control Manager will be responsible for tracking all agreed Price Control outcomes and reporting to and engaging regularly with the regulators.
While Price Control will be a core focus of this role, the Price Control Manager will also support the Head of Strategy and Planning in relation to other functional activities as required.
Duties and Responsibilities:
- Oversee co-ordination, preparation and submission of price control documentation in relation to Transmission (ROI), Distribution (ROI) and NI transmission revenue reviews.
- Support the development of the strategic focus for price control and alignment with GNI strategy.
- Develop project plan and implement it, coordinating activities across the business to ensure high quality price control submissions are delivered on time.
- Oversee general programme plans for price controls and ensure any emerging areas of concern are addressed promptly.
- Monitor price control project budgets and ensure costs for delivering price controls are maintained within targets.
- Manage GNI’s engagement with both regulators and be a member of the GNI’s negotiation team. Organise key meetings with the CRU and UR, identify and coordinate appropriate attendees and ensure all preparation material is ready in advance.
- Develop strong working relationship with the CRU and UR, built on honesty, transparency and concise messaging.
- Co-ordinate inputs across GNI pillars and functions and external advisors where appropriate, in relation to Opex and Capex expenditure and WACC.
- Monitor progress against the price controls in the intervening periods and ensure that additional requirements (e.g. additional reporting, implementation of new incentives) identified by the CRU/UR as part of the price control decisions, are implemented and delivered.
- Monitor the external price control environment and actively engage with other system operators to ensure that GNI is aware of emerging trends that the business needs to consider.
- Outside of price control activities, support the Head of Strategy and Planning in developing and maintaining robust strategic capabilities, such as strategic frameworks and toolkits.
- Establish appropriate governance forum to ensure delivery of price control outcomes and to manage the price review process.
- Monitor performance against strategic objectives across the organisation, holding functions accountable through governance mechanisms to ensure delivery of agreed-upon price control outcomes or outputs.
- Other duties may be assigned from time to time.
Knowledge, Skills and Experience:
- Relevant qualification such as Engineering, Business Degree or equivalent.
- Minimum 7-10 years relevant experience
- Previous responsibility for dealing with complex projects and stakeholder groups and/or leading cross functional projects is a distinct advantage.
- Proven project management skills are essential.
- Demonstrated ability to manage multiple priorities, manage ambiguity and meet challenging deadlines.
- Proven track record in strong people management and leading teams, can empower staff through delegation of decision making and accountability.
- Proven track record of achievement of key results and demonstrated ability to accelerate these results through others.
- A persuasive influencer.
- Self-confident, disciplined and with the ability to establish credibility at all levels in the business particularly at Leadership and Executive Management level.
- Experienced in net zero energy policies, market regimes and incentives.
- Experienced in creating clear narratives and high-quality messaging.
- Proven ability to distil complex business issues into simple content for business decision making.
- Demonstrated ability to successfully influence key internal and external stakeholders and identify external issues which may impact on the strategic direction of price control.
- Excellent interpersonal skills.
