Gas Networks Ireland operates and maintains Ireland’s €2.7bn, 14,664km national gas network, which is considered one of the safest and most modern renewables-ready gas networks in the world.

Gas Networks Ireland is now seeking to appoint a Senior Quantity Surveyor.

The Role:

 
   

The Asset Delivery function within Gas Networks Ireland is responsible for the end to end planning, designing and delivery of GNI’s portfolio of asset development programmes. Encompassing the three pillars of Project Delivery Management, Design Delivery and Project Services; the Asset Delivery function brings together all the technical and project support capabilities needed to take high-level projects and programmes from the Portfolio Office and translate these through from detailed design and project planning, to construction delivery and handover to Asset Operations. 

Reporting to the Project Services Manager, the Senior Quantity Surveyor will develop costs for price control and complex new connections, alterations, diversions and relocations across the network; inclusive of pricing for decarbonisation agenda. The Senior Quantity Surveyor will develop cost inputs to work packages and conduct a form of risk costing based on probability of factors, using Monte Carlo simulations to provide a cost range. The Senior Quantity Surveyor will be required to review price control projects and conduct an assessment on costs to establish confidence factor on the costs. The successful candidate will be required to undertake market analysis to benchmark costs, review end to end project costings to inform future costings, review final accounts and support the Project Delivery Leads and Engineers throughout the end to end Project Delivery process.

Duties and Responsibilities:

  • Manage and progress cost and variation issues relating to construction contracts and the NSWC contracts, including liaising with the various business units to ensure efficient progression of payments in accordance with contract conditions.
  • Provide estimation support to the Quotation team for large network projects, based on first principals to deliver robust estimates and to develop early contractor engagement to support the estimation cost process.
  • Develop and manage a standardised suite of reports to improve reporting capability and to enable analysis.
  • Coordinate and monitor cost engineering activities to ensure availability of timely, accurate cost information, and forecasts via the GNI system tools and processes.
  • Provide support to Project Delivery Leads in developing Control Budgets / Costs / Forecasts with the Baseline Project Schedule and track any emerging trends and recommend corrective actions as required.
  • Support the accurate and timely recording of financial transactions on the Financial Systems including working with procurement and AP to ensure the correct treatment of contracts, changes and invoices.
  • Assist with development of pricing quotations for network connections and balancing level of pricing effort v risk in developing outturn costs.
  • Manage payment claims and payment certs for large projects/programmes and support final account and Gate 4 close out process from variation analysis of project or programmes.
  • Develop market analysis of pricing trends to inform budget project pricing and contracting strategies, for large one-off network connections/projects where schedules of rates do not exist.
  • Work closely with Asset Management, Investment Planning & Governance, Technical Development & Technical Training and Portfolio Programme Managers; with respect to high-level programme costing and early stage project development.
  • Other duties maybe assigned from time to time.

Knowledge, Skills and Experience:

 
   
  • Quantity surveying qualification.
  • Minimum of 5 years of experience required working with project management, project controls, cost, scheduling, budget analysis, contract administration and change control estimating on large scale capital investment projects.
  • Good understanding of design, procurement, and construction management services processes and their inherent cost performance risks is required.
  • Excellent communication (written and oral) and interpersonal skills to communicate effectively with all project team members.
  • Ability to work on one’s own initiative and seek direction from Construction Manager or Project Engineer as required.
  • You will have a demonstrated ability of managing teams and building effective organisational working relationships to achieve shared goals and objectives.
  • You will be a compelling communicator with the ability to influence and motivate others.
  • You will be a strong advocate for change and constantly seeking out opportunities to create efficiencies and improvements.
  • You will seek opportunities to constantly learn new skills and will also be committed to the development of others.
  • You will have a track record of achievement of key results and will have demonstrated ability to accelerate these results through others.
